Acta polls the Publications Office every 30 minutes, re-reading a two-hour overlap so that late writes are not missed. Ingest is serialised and backs off on upstream errors. If Cellar reports nothing in scope for 48 hours on a weekday, the operator is alerted; quiet weekends are expected. Poll the change feed to see events rather than counts.

“Acts with text” is lower than the act count when Cellar holds a work with no English text manifestation — some corrigenda exist only in one official language. Those acts keep their metadata and are excluded from search rather than indexed as empty rows.
Search index
Postgres is the source of truth, and the search index is a BM25 index inside it. It can be dropped and rebuilt from the segment table at any time, so its loss costs availability, not data.
