Straight answers
What counts as a request?
One HTTP call. A search that returns forty segments is one request, not forty. The per-month text allowance is what stops a single caller from pulling the whole library repeatedly; it counts the act text actually transferred, not the JSON envelope.
What happens when I hit a limit?
The API returns
429 with a Retry-After header. Daily counters reset at midnight UTC; the text allowance resets on the first of the month. Nothing is deleted and no request is queued for later.Can I cache responses?
Yes, and you should. Caching inside your own organisation or product is expected — that is what the hashes are for. Store the text with its hash, and refresh when the change feed reports a new one. What is not permitted is redistributing the library as a standalone dataset or API.
Can I use Acta in a product I sell?
On the Commercial plan, yes. On the free tier, no — it is for evaluation, internal prototypes and personal projects. If you are unsure whether your use is commercial, ask us before you ship rather than after.
Is Acta official?
No, and it never claims to be. Acta is an unofficial mirror. The official text is the version published in the Official Journal, and EUR-Lex is the authoritative electronic source. Every response links to it.
Do the source texts cost extra?
No. The underlying texts are published by the Publications Office of the European Union and reused under the Commission's reuse policy. You are paying for the structuring, the hashing, the change feed and the operational guarantees — not for the law itself.
