Vyacheslav Sergeevich KIRILLOV (Вячеслав Сергеевич КИРИЛЛОВ) Position: judge of the Supreme Court of the Russian Federation DOB: 22.6.1966 Nationality: Russian Gender: male Vyacheslav Kirillov is a judge of the Supreme Court of the Russian Federation. On 10 August 2026, he delivered a verdict barring the Yabloko political party from participating in the September 2026 elections to the State Duma because of alleged breaches of copyright, extremism and other misconduct. Yabloko was the only political party that openly opposed Russia's war of aggression against Ukraine. On 9 April 2026, he ruled on the case of the human rights organisation Memorial, designating it as an extremist organisation and banning its activities in Russia. He is therefore responsible for the repression of democratic opposition, and his activities seriously undermine democracy and the rule of law in Russia. 28.9.2026 100. Igor Nikolayevich ZINCHENKO (Игорь Николаевич ЗИНЧЕНКО) Position: judge of the Supreme Court of the Russian Federation, deputy chairman of the Appellate Chamber of the Supreme Court of the Russian Federation DOB: 25.3.1971 POB: Shadrino, Kozulsky District, Krasnoyarsk Krai, former USSR (now Russian Federation) Nationality: Russian Gender: male Igor Zinchenko is a judge of the Supreme Court of the Russian Federation. He was a member of a judicial panel that upheld the decision barring the Yabloko political party from participating in the September 2026 elections to the State Duma because of alleged breaches of copyright, extremism, support for the LGBT movement and other misconduct. Yabloko was the only political party that openly opposed Russia's war of aggression against Ukraine. He is therefore responsible for the repression of democratic opposition, and his activities seriously undermine democracy and the rule of law in Russia. 28.9.2026 101. In this capacity, he took part in proceedings before the Supreme Court of the Russian Federation aimed at barring the Yabloko political party from participating in the September 2026 elections to the State Duma. He openly supported the application of the Rodina party, which sought to bar Yabloko on the grounds of alleged breaches of copyright, extremism, support for the LGBT movement and other misconduct. Yabloko was the only political party that openly opposed Russia's war of aggression against Ukraine. In this capacity, he took part in proceedings before the Supreme Court of the Russian Federation aimed at barring the Yabloko political party from participating in the September 2026 elections to the State Duma. She sentenced Lev Shlosberg, an opposition politician from the Yabloko political party, to 11 years and one month of imprisonment for discrediting the Russian army and "fake news" regarding Russia's war of aggression against Ukraine. She is therefore responsible for serious violations and abuses of human rights and for the repression of democratic opposition, and her activities seriously undermine democracy and the rule of law in Russia. 28.9.2026 105. Anna Sergeevna GORYACHOVA (Анна Сергеевна ГОРЯЧЕВА) Position: state prosecutor DOB: 9.4.1998 Nationality: Russian Gender: female Anna Goryachova is a state prosecutor. She requested 12 years and one month of imprisonment for Lev Shlosberg, an opposition politician from the Yabloko political party, for discrediting the Russian army and "fake news" regarding Russia's war of aggression against Ukraine. Shlosberg was subsequently sentenced to 11 years and one month of imprisonment. Prior to that trial, Anna Goryachova prosecuted Lev Shlosberg in a case regarding the violation of "foreign agent" legislation, where she requested 440 hours of compulsory work. Shlosberg was sentenced to 420 hours by the court. She is therefore responsible for serious violations or abuses of human rights and for the repression of democratic opposition, and her activities seriously undermine democracy and the rule of law in Russia. 28.9.2026 106. Yulia Igorevna GUZNYAEVA (Юлия Игоревна ГУЗНЯЕВА) Position: assistant prosecutor of the Central Administrative District of Moscow DOB: 30.5.1996 Nationality: Russian Gender: female Yulia Guznyaeva is assistant prosecutor of the Central Administrative District of Moscow. She was the state prosecutor in the trial of Maxim Kruglov, one of the leaders of the Yabloko political party. She requested an eight-year prison sentence for Kruglov's social media posts concerning Russia's war of aggression against Ukraine, specifically the war crimes committed in Bucha and Mariupol. She is therefore responsible for serious violations or abuses of human rights and for the repression of democratic opposition, and her activities seriously undermine democracy and the rule of law in Russia. 28.9.2026 107. Elina Arturovna BABAYANTS (Элина Артуровна БАБАЯНЦ) Position: judge of Zamoskvoretsky District Court, Moscow DOB: 25.7.1995 Nationality: Russian Gender: female Elina Babayants is a judge of Zamoskvoretsky District Court in Moscow. She was the judge in the trial of Maxim Kruglov, one of the leaders of the Yabloko political party. She sentenced Kruglov to seven years in a penal colony and banned him from using the internet for three years for his social media posts concerning Russia's war of aggression against Ukraine, specifically the war crimes committed in Bucha and Mariupol. She is therefore responsible for serious violations or abuses of human rights and for the repression of democratic opposition, and her activities seriously undermine democracy and the rule of law in Russia. 28.9.2026 108. Elizaveta Sergeevna TRUSKALENKO (Елизавета Сергеевна ТРУСКАЛЕНКО) Position: judge of the Vyborsky district of St Petersburg DOB: 18.10.1984 Nationality: Russian Gender: female Elizaveta Truskalenko is a judge of the Vyborsky district of St Petersburg. She was the judge in the trial of Nikolai Rybakov, the chairman of the Yabloko political party. She found Rybakov guilty and ordered him to pay a fine for posting a photograph of the late Russian opposition leader Alexei Navalny. The ruling effectively barred Rybakov from running in the September 2026 elections to the State Duma. She is therefore responsible for serious violations or abuses of human rights and for the repression of democratic opposition, and her activities seriously undermine democracy and the rule of law in Russia. 28.9.2026'.
