Recitals

Recital 1

On 18 September 2018, based on a request by the United Nations Verification and Inspection Mechanism for Yemen (UNVIM), the Council adopted Decision (CFSP) 2018/1249 (1) on a European Union action in support of UNVIM.

Recital 2

On 12 October 2020, based on a request by UNVIM, the Council adopted Decision (CFSP) 2020/1465 (2) and renewed the Union action in support of UNVIM.

Recital 3

United Nations Security Council Resolution (UNSCR) 2768 (2025) took note of the utilisation of the advanced weaponry in Houthi attacks and reiterated that all United Nations (UN) Member States must adhere to their obligations in regard to the targeted arms embargo established in UNSCR 2216 (2015), and in this regard demands UN Member States stop providing arms to the Houthis and prevent the Houthis from acquiring arms and related materiel to carry out further attacks.

Recital 4

In its conclusions of 20 May 2025, the Council stated that the Union condemns arms proliferation benefiting the Houthis and other armed non-state groups, including terrorist-designated organisations such as Al-Shabaab and Al Qaida in the Arabic Peninsula, in violation of international law, as well as the dramatic increase in the trafficking of weapons across Yemen, the Red Sea and the Horn of Africa, jeopardising regional stability. The Council furthermore stated that the Union will continue supporting UNVIM, while calling for a reinforcement of its mandate in order to enhance its role and efficiency in the enforcement of the UN arms embargo under UNSCR 2216 (2015).

Recital 5

On 18 July 2025, based on a request by UNVIM, the Council adopted Decision (CFSP) 2025/1473 (3) and renewed Union action in support of UNVIM for a period of 12 months, until 30 September 2026.

Recital 6

UNVIM requested further support from the Union for one year.

Recital 7

Based on the findings of a strategic assessment, on 16 July 2026 the Political and Security Committee decided that the Union should renew its action in support of UNVIM for a period of 15 months, until 31 December 2027.

Recital 8

A new financial reference amount should therefore be added to cover the period from 1 October 2026 to 31 December 2027.

Recital 9

Pursuant to UNSCR 2813 (2026), the mandate of the United Nations Mission to support the Hodeidah Agreement (UNMHA) ended on 31 March 2026.

Recital 10

Decision (CFSP) 2020/1465 should be amended accordingly,

Article 1

Decision (CFSP) 2020/1465 is amended as follows: (1) Article 1(3) is replaced by the following: '3. The Union shall support through this Decision the Office of the Special Envoy of the UN Secretary-General for Yemen with regard to the deployment of UNVIM in the ports of Hodeidah, Saleef and Ras Issa and in other locations in countries neighbouring Yemen, as necessary for the implementation of UNVIM. For that purpose, the Union shall contribute to costs associated with the reinforcement of UNVIM, and thereby help to respond to the needs of the Yemeni population as part of a broader humanitarian strategy.' (2) in Article 3(1), the following indent is added: '- EUR 2 480 794,55 for the period from 1 October 2026 until 31 December 2027.' ; (3) in Article 5, the third paragraph is replaced by the following: 'It shall expire on 31 December 2027.'.

Article 2

This Decision shall enter into force on the date of its adoption.

It shall apply from 1 October 2026.
